Why ponding water is the clock
On a low-slope roof, standing water finds every seam. A recover done before the deck is wet is a fraction of a tear-off after it is.
A low-slope or flat roof develops its own set of problems that a pitched roof never sees, mainly water that has nowhere to run off and has to be routed to drains instead. Is water sitting on your flat roof after every storm?
Ponding water that lasts more than a day or two after a rain is a drainage problem, not just a cosmetic one. Standing water adds weight to the roof deck, works into any weak seam or membrane crack faster than runoff would, and ages the roofing material well ahead of schedule. The fix usually isn't a full re-roof, it's regrading the low spot, clearing or adding drains, or building up a small area called a cricket that redirects water where it needs to go. Standing water that doesn't drain
If water is still visible on the roof 48 hours after rain stops, the drainage isn't working the way it should. This is one of the fastest ways to age a flat roof beyond its years.
Bubbling or blistered membrane near drains
Drains are where the most water traffic on the roof happens, so membrane failure often starts right there. A blister near a drain is usually trapped moisture that's already gotten under the surface.
Cracks or splits at seams and flashing
Seams and flashing joints move differently than the flat field of the roof, and that's where cracks tend to open first. A crack that looks small on the surface can be letting water through with every rain.
Interior stains directly under low spots
A ceiling stain that lines up with a low or pooling area on the roof above is a strong sign the ponding has already worked its way through. The location of the stain usually points right to the section that needs attention.

A roof deck that has settled or was built without enough slope
Some flat roofs were built with minimal slope to begin with, and any settling since then makes low spots worse. Regrading the surface or adding tapered insulation solves the pooling at its source.
